HIS ABANDONED TOUR. (Received 9.30 a.m.) LONDON, December 14. The cancellation of the tour of Singapore, Australia, and New Zealand by General the Earl of Cavan (Chief of the Imperial General Staff) ia variously interpreted, but the reason given in wellinformed circles is that the Cabinet considers that in view of the possibility of a change in Government it is undesirable that the new Secretary of State for War should be deprived of his principal military adviser. — (A. and X.Z.
