For, some time negotiations have been ; proceeding 'between the Commonwealth; and the Imperial authorities in relation to the appointment of a German Consul- j General, and this is the first Consular , appointment for Australia that has | been made " from among the former enemy countries since the war. . . / The Commonwealth- Ministry, In a communication to the Secretary, of State for.the Colonies,.on May 22, explained that.it-possessed •■ no '; objection - in principled-the re-establishment of the, former enemy consulates, but reserved the right-to object >to-. any ' particular appointment ■ whether in an honorary capacity or Consul de Carriere. • . The Commonwealth also reserved the right of extension' of "Consular appointment or functions to territories mandated or otherwise. On July 6 the Secretary of State for.the Colonies' replied, announcing that the German Government had selected Herr Busing as Consul-General at Sydney, -with.'jurisdiction in the Commonwealth .of Australia, New Zealand, and the Pacific. The message added that the Secretary ot State" "is satisfied 'of the personal suitability of Herr Busing." The Commonwealth formally replied that it was. prepared to accord .provisional recognition of the . Consul selected, adding that it had no objection to the appointment. No information was- obtained concerning the qualifications of Herr Busing for the position of Consul-General, but the Commonwealth was satisfied with the recommendation. The new ConsulGeneral is expected to reach Australia shortly. . .
