WELLINGTON, this day. , At a meeting of the Council of Edu- ( cation, a committee presided over by i Dr. Marsden brought up a report reconi- i< mending the council to consider a| ] scheme to obviate difficulties and loss or j j efficiency caused by many changes of • I school staffs during the school year, ! i such a scheme to insure as few changes * as possible in the personnel of staffs I i during any year as recommended by Mr. Kirk, with'the following provisions: —j: That applicants for positions in primary |i schools shall state the length of time j * spent in any position previously; that ,8 head teachers permanently appointed to j i any position shall not he allowed to. i accept any other position until the end i s of the year following their appoint- j s ment; that primary schools shall be i open for teaching on 400 half days per ; s year; and secondary and technical, i schools 3SO; that teaching hours in I secondary schools be increased, and the 11 time be devoted to practical' pursuits; \] that holidays and recesses of university'" colleges, secondary schools, technical; > schools and primary schools, be co- j I ordinated; and that the department ] take action to that effect." J Mr. Howell moved that it is desirable • that the number of school examinations ' be decreased, and that greater reliance be placed upon the judgment of headmasters acting in conjunction with in- ( spectors." j The motion was carried. An address on the boy scout movement was given by Sir Alfred Pickford. after which the conference resolved, "That the , Minister be advised to accept approval of j the scout movement, and commend it to | the support of parents and of the young j people of the Dominion, and that > teachers be urged to study the aims, ideals and methods of the movement, ' with a view to the application of the J scout movement to organised games of primar3* schools, secondary schools, and ! colleges." '
