Bruce, Federal Premier, in outlining rlio proposals for the Premiers' Conference, said thnt the Commonwealth was proponing to withdraw from tho I field of taxation where incomes wore less than £200(1. the leeway to be made up l>y taxing the excess "of incomes over £2000 at the rate applicable to the whole, amount of tlie income. It was also proposed that no tax-free loans lie issued in the future, and Hint a Council of Federal and £tate Treasurers l>n appointed for tlie co-ordination of public borrowing. Mr. Bruce added tlint it would he proposed that Aitzac Day l>c observed ns a national holiday on April 2.">. Mr. Bruce also announced that he was providing half a million for the States on the i; for C basis for national main road development, and that steps wore lieiiifr taken to encourage cotton production.—(A. and 5.7..
