OBJECT OF THE TRIBESMEN. HOSTAGE FOR THEIR OWN SAFETY. (Received 11 n.m.i ; DXLIII. April 20. It is now clearly proved that tbe abduction of Miss F.llis was an attempt to prevent punishment, for what is known iis the Foulkes outrage, committed two years ago, in connection with which tribesmen bad been brought to book. Tho Una] settlement, the payment of a fine of twelve thousand rupees and the surrender of rifles by the Tirak and Jowaki tribesmen, was to have bee* completed on Monday. Apparently the tribesmen adopted the desperate expedient of abducting an Knglish woman and holding her as a hostage for their own safely and the safety of their relatives iilrea.lv in the C.overiiment's bund...
