THE GERMAN OFFER.
PLEBISCITE BEFORE WAR. —__— ' (By Cable. — Tress Association. —Copyright.) WASHINGTAN, January 3. Mr. C. E_ Hughes, Secretary of State, has announced that the United States informally presented to France a German proposal for an international pact to preserve peace, providing for national plebiscites before declarations of war. France replied that such arrangements could not be made under the provisions of the French Constitution. — (A. aud N.Z. Cable.)
