■ m AMERICAN PROPOSALS. STRONG OPPOSITION. ATTITUDE OF PRESIDENT. /By Cable.—Pres« Association.—Copyilgntl) NEW YORK, December 26. The opposition to Mr. W. E. Borah's amendment to the Naval Appropriations Bill calling on the President to convene a world economic conference in addition to the proposed conference on the limitation of auxiliary naval craft, has been joined by Mr. Smoot and Mr. MeCormiek, the President's spokesman in the Senate. The Washington correspondent of the Xew York "Times 1 ' understands that there will be a conference of Republican senator*, including Mr. Borah, with Mr. Hnrding this, week, at which the situation will be discussed. Mr. Borah will be urged to modify his amendment so that it will merely suggest to the Administration that the United States aid Europe, leaving the formulation of a specific policy to the President. There is every reason to believe that unless Mr. Borah accedes to this request the amendment will be defeated, as under the Senate rules it will require a two-thirds majority to be passed. Mr. Smoot said: "We know in advance what the European nations want, and if we called a conference and then turned down their requests the situation would not be improved. The United States would be placed in a false position." Mr. McCormick said: "More important to the rehabilitation of Europe than any conference is exorcism of the 6pirit of hate which animates governments and peoples.
