To detine to which persons Certificates of Competency to drive any private motor car or motor cycle within the City of Auckland shall be issued. I. To provide for the issue of Certificates to, and the fees to be paid by such persons. i. To define the persons to whom the provisions of this cection of the By-laws shall not apply. i. To provide for the Cancellation of a Certificate of Competency. >. To provide for the identification of motor cabs plying for hire. i. To define who shali not own, drive, or conduct any call, omnibus, or van. i. To regulate pedestrian traffic. I.
