Russian experts, sat with the Turkish and Allied experts today to discuss the freedom of tlie Straits. Tbe Russians, however, were unable to discuss tbe proposals without referring them to the Soviet delegates now in Lausanne.— (A. and N.Z. Cable.) THREAT BY RUSSIA. WILL BUILD NEW SHIPS. IF BLACK SEA OPENED. LAUSANNE, December 12. M. Tcbitcherin declarer that he will not sign any agreement admitting warships to tbe Black Sea. If such an agreement is- reached Russia will leave the conference and arm.-- (A. and X.Z.)
