QUESTION OF CONTROL. (Recelvm) l p.m.i PARIS, October 22. The "Petit Parisien" says that dis cussion of M. Barthou's scheme turnet on the question of legality. Sir Johi Bradbury contended that the creation o a system for the control of Germai finance may involve the reparation com mission exceeding its powers. He asserts that under the Versailles Treaty thi reparations commission or guarantee committees would have no power l< interfere, with German administration France rejects this interpretation.
