JAPAN AND RUSSIA. TO MEET ON EQUAL FOOTING. FISHERIES CONVENTION. 1 Received 1.80 p.m.) TOKYO, August 10. Japan has formally agreed to meet' the .\!,, S eow Covernment on an equal looting at a coming conference, according to M. Autono. who has been actinc as go-between between Tokyo and the ( hita iiovernment. The question of thu recognition of Moscow appears certain to arise when discussion on the new j hshery convention takes place. Chita is ' acting co-ordinately with Moscow, not subordifiately. It 'is expected that an agreement will readily be reached, after which the Chita Government will immediately proceed to occupy Vladivostok, eliminating the "white' , administration. H expects to recuivc sufficient financial support from Moscow to carry on the administration. M. Autono says the question of the safety of lives and property of Japanese in Siberial will be pledged, provided Japan later recipro- ' cates the action towards Russia. (Router.)
