AN UNUSUAL INCIDENT.

COUNCILLOR REFUSES TO VOTE FENED BY THE CHAIRMAN. The Hon. C. J. Parr, Minister of Public Health, in a letter received at yesterday's meeting of the Waitemata County Council, gave that body the option of appointing either Mr. A. M. Laing or Mr. H. Aitkenhead, both membere of the council, to the vacancy on the Hospital Board created by the death of Mr. F. Dye. No decision could previously •be reached by the council on this matter. When it was put to the meeting Mr. H. Dillon declined to vote. The chairman (Captain H. Theet) ruled that the councillor had committed a breach of the standing orders, and accordingly fined him £5. Mr. Aitkenhead received five votes and Mr. Laing four. The chairman declared the former to be the council's nominee to the vacant position on the Board.
