(By Cable.-Tress Association.— Copyrlgliuj THE HAGUE, July iiO. j The Russians announced to-day that i! the other delegations agree to refer their proposals to their Governments the Bus. sians will refer to Moscow the questions:— Firstly, whether Russia shall acknowledge debts to foreign nationals. Secondly, whether Russia shall agree lo give effective compensation for property which has been nationalised, assuming that the credits Russia asks cannot lie given. M. LitvinofT stated that the issue was too important to take a decision before referring to Moscow. Tin- non-Russian Commission passed a resolution declaring that M. Litvinoll's proposals did not constitute a basis for agreement, hut if they were accepted by the Soviet (lovernment they might contribute materially toward the restoration of confidence. The British view is that a great step forward will he taken if the Soviet Government accepts M. Litvini.fiTis report. This will be Russia's first recognition of her debts.—(A. and N.Z.)
