LitvinofT stated that the issue was too important to take a decision before referring to Moscow. Tin- non-Russian Commission passed a resolution declaring that M. Litvinoll's proposals did not constitute a basis for agreement, hut if they were accepted by the Soviet (lovernment they might contribute materially toward the restoration of confidence. The British view is that a great step forward will he taken if the Soviet Government accepts M. Litvini.fiTis report. This will be Russia's first recognition of her debts.—(A. and N.Z.)
