The Foreign Office has formally an noui.ced its decision to withdraw force* from the inaiulaiid section of the province to Sakhalin, thus clearing Siberia, but Japan will continue to occupy the Russian portion of Sakhalin Island pending a settlement of the trouble following the Nikolaievek massacre last year. A Foreign Office official aeys tliat Japan will remain in occupation indefinitely awaiting negotiation*, of which the initiative must come from Moscow.
