(bang Tso Lin is now nearly surrounded nnd is being driven toward Mudken. The plight uf the wounded is terrible.
The capture of two Japanese spies is confirmed. They were surrendered to tbe Japanese commandant at the treaty port.-(A. and X.Z. Cable.)
MANCHURIA'S NEW SYSTEM. PROVINCIAL CONTROL. (Received 1 p.m.i MUKDEN, -lune IH. Assemblies representing the three Manchurian provinces proclaimed a new form of government, providing that each province will govern itself while recognising that Manchuria is -till part of China.
