THE PERMANENT BILL. SLIDING SCALE SYSTEM. HIGH CHARGES ON MEAT. (Ej- Cable.—Preia Aseociehon.—Copyrijrut.) (Received 10.30" a.m.) WASHINGTON. April 11." The Finance Committee has reported on the Permanent Tariff Bill to the Senate. Wherever possible dutiable values are based on foreign values or the price at the time of exportation, the President being authorised to increase or decrease duties to meet changing conditions, and also to meet tariff discrimination by other countries by proclaiming new additional tariffs against such countries or excluding their products. Cattle duties are increased from one and a-quarter to one and a lia-lf-wnts a pound, and sheep and goats from one cent a pound to two dollars a head, fresh lamb from two to live cents a pound, and mutton and goat meat from one and a-quarter to two and ahalf cents a pound. These latter provisions are aimed at Australian and New Zealand meat. Wheat has increased from five cents to thirty cents a bushel, and the wool schedule is based on a rate of thirtythree cents a. pound for scoured. Steel is on a ten per cent basis. Raw and uncured hides are to nay duty at the rate of two cents a pound and dried four cents. The free list includes tin. cedar, mahogany, rosewood, ami lignum vit*. The Administration expeots nassage by July, but a. bitter Senate fight 13 expected over the foreign valuation plan, and the wool schedule ie also expected to create a heated debate. —(A. and N.Z.
