RUSSIAN ASSASSINS.
TWO OFFICERS ARRESTED. JUSTIFYING THE DEES. (Received 12.30 p.m.) BEKLIX, K NMarcU 31. Two Czarist officers , named Sehabelski and Tabovitski have been arrested. The former confessed that he went to the Philharmonic Ha.ll for the purpose of killing M. Miliukoff, whom he regarded as responsible for Russia's misfortunes. He theatrically harangued the police and officials, justilying his deed. It appears that amid the confusion following the assassination of M. Xabokoff, a number of the audience overpowered the assassins, and they stood on che platform holding smoking revolvers. The police believed that the plot was hatched by extremists attending the Monarchist Congress in Berlin. Other arrests are likely.— (Reuter.)
