STRIKE UNSETTLED.
FAILURE OF CONFERENCE. AFRICAN MINERS STII/L OUT. (Bj Cable.— frees Association.— Copyright.) (Received 11..10 a.m.) CAPETOWN, January 27. When the conference between the men and the Chamber of Mines was resumed the proposals of the men submitted the previous day for the settlement of the miners' strike were rejected. Judge CuTlweie, chairman of the conference, then submitted further proposals. He suggested that the regulations in regard to the colour bar should remain unaltered: the si at us quo agreement be withdrawn as regards the lowgrade mines in which the ratio of white Ito coloured labour bo fixed; that the strike be called off. the men returning to work as soon a* the condition of the various mines justified resumption; I abolition of the contract system: and ; the reorganisation of underground work jto be settled by the conference or a I board of reference. The conference then adjourned in order to enable both sides to consider these new proposals, nnd upon resuming later in the afternoon they were rejected by both sides.
