CHINA'S CONSTITUTION.
UNSUITED TO HER NEEDS. REMODELLING PARLIAMENT. PEKING, December 30. General Chang Tso Lin (Military Governor of Manchuria), who took a leading part in forming the Government under Liaug-Shin-Yi, has issued a statement that government by Occidental constitutions was a failure. "Therefore," it proceeds, "<ve propose to assemble a Parliament and frame a new constitution suited to the temperament of the people. Unity has been impossible, because officialdom has been corrupt and lacking the confidence of the provinces. Tbe native Press is preparing a campaign for presentation next year, -with Hsu Shi Chang as President and myself as Vice-Presiderit." The entire Chinese Press is also exhorting the Chinese delegation at Washington to insist that the conference shall discuss China's 21 demands. The American Legation has formally protested to the Government against the presence in Peking of General Ching Yao, the foriixr military governor of the Hunan Province, whose troops killed Mr. Rcimert, an American missionary, in June, 1920. The Legation pointed out $hat formeT demands for the punishment of Ching Yao brought no result. It is asking the Government now to take action. This is embarrassing the Government, since Ching Yao is one of the followers of Chang Tso Lin, and the latter, who helped to form the new Government, is protecting Ching Yao fron* arrest.—(A. and N.Z.
