CHINA'S CRISIS.

DOWNFALL OF THE CABINET. FINANCE THE REAL CAUSE. NORTH AND SOUTH COALITION. (By Cable.—(Press Afisoctatton.—f»pyrtgnt.) (Keceived 12.30 p.m.) WASHINGTON, December 21. The United Press Association's special representative states that though the Ministerial crisis in China is not without its reflex in Asiastic circles here, the Chinese delegation puts a bold face -on the matter, declaring that it has the full support of the Chinese people. Of the six present factions in China the chief is that of the Fing Tien in Mukden, headed by General Chang Tso Lin, who is now in Peking endeavouring to organise a Cabinet to suit his policy. Despite the opposition of General Tsao Kvan, of the Chi Li faction Chang, whom his opponents describe as a dictator, is endeavouring to join hands with the Canton faction under Dr. Sun Vat Sen, who is agreeable to their overtures in the hope of stabilising the position, hut the antiChang party asserts that Chang's ultimate aim will be to dominate Sun Vat Sen after eliminating the Chi Li faction, thus securing entire control of the situation. Apart from these issues there is little doubt that financial embarrassment is the main cause of the Cabinet's downfall.—(United Service.)
