(c) That the proposed security for repayment of such loan shall be a Special Rate oL 3-8 din £ upon the unimproved value of all ratable property in the Borough of Onehunga, and the provision for repayment a Sinking i'und of one per centum, per annum. ■ (d) It is proposed to pay out of such Loan the interest and Sinking Fund for the first year.
