A more hopeful feeling prevails regarding the Irish position to-day. It is understood that a new scheme has been elaborated in order to conciliate risterites, under which, instead of Ireland being granted an all Ireland Parliament immediately, South Ireland will be granted wider self-governing powers than under the (iovernment of Ireland Act.

The scheme also provides for the ultimate establishment of an All Ireland I'arliament. There will be no moral or other coercion of lister, but fiscal advantages enjoyed by South Ireland as compared with the rest of the I'nitcd Kingdom will, it is expected, act as an incentive to Ulster to join the All Ireland Parliament. — (Renter.)
