LANCASHIEE COMPLAINS. EMPIRE PREFERENCE DESIRES. LONDON, August 19. In tiip course of hie reply to a large deputation representing tihe Lancashire cotton trade, which is aggrieved over the recent imposition of new Indian cotton duties, ilr. E. S. 'Montagu, Secretary of State for India, while pointing out tin- inability of the Jjritieu Govexnment to interfere with 'India's fiscaJ independence, said he could conceive, nothing better calculated to ensure for India a full, free welcome into the -partnership of tfcp British Dominions than that if she were to take her place with the ivst of the Empire a willing giver of Imperial preference. It would 'be fatal, however. Mr. Montagu declared, to everything which might 'be achieved in that direction if it was suggested that 1 si** serrchiry of Stat-e for India or the liriUsh Parliament should dictate such a policy to the Indians. Mr. H. Fildcs, M.P.
