PAPAROA NEWS.
■ Mr. Carter, of Matatohe, addressed a meeting under the auspices of the Paparoa I Ratepayers' Association, at the Council Chambers, on Monday last. Mr. F. W. Gibbs occupied the chair. The speaker advocated the system of " Rating, on Unimproved Values," as oppose*! to the preseut method of rating on capital values. The system of rating on unimproved values relieved the industrious settler, and punished the absentee and the speculator. The speaker •pointed out that tlic new method had been widely adopted by boroughs and counties already. After replying to questions, it was resolved, without dissentient, to approve of the scheme, the matter being I left in the hands of the Ratepayers" Assoi elation to prepare a petition for a poll on the question to be presented to the council. Councillor Sutherland brought forward the council proposal 'for a loan of £23,00.1 for bridge renewal, Many of the bridges throughout the county are obsolete and I dangerous, aud constitute a danger to the travelling public. The impossibility ol renewing tli-?m out of local rates is apparent, whereas the loan could be authorised aud drawn as required, id in the £ providing interest and sinking, fund. It was resolved to approve of the proposition of the council for a -county loan for bridges, as outlined by the clerk. At Matakohe. ou Saturday last, a meeting of ratepayers was addressed .by iMr. Carter, when a resolution approving of the rating op unimproved values system was passed with only oue dissentient.
