THREAT BY OWNERS.
TO LAY UP ALL SHIPS IK WATERSIDERS DON'T MOVE. (By Telegraph — Press Association.) WELLINGTON, this day. Shipowners decided to-day that, failing a satisfactory reply from watersiders, ships' crews will'be paid off on Friday, and the vessels laid up. They also decided to severely restrict the classs of cargo carried by the ferry boats. The general position remains unchanged. and is not rega-rded as encouraging.
