ARMENIA TOO UNSETTLED. (Received 2.30 p.m.) GENEVA, December fi. M. Viviani (France), addressing journaJists at Geneva to-day, stated that the sub-committee had decided not to admit at present either Armenia or the Baltic States, owing to their unsettled condition. They would be invited, however, to take part in the deliberations of the Assembly and to join technical committees. When asked whether any differences had arisen between the league and the London Conference on the subject, he said no. but the frontiers were so confused that the League was unable to guarantee them against invasion, and had not the means of enforcing its ruling.—(A. and X.Z.
