Council In that behalf. The Auckland City Council doth hereby by Special Order ordain as follows: — 1. Thla 'By-law shall ibe read with and as extending and amending By-law So. 1 <>f the City of Auckland, made on the 18th day of April, 1017, and words herein used shall have the same meaning and lie interpreted in the same way as the same words when used In the said By-law No. 1. 2. Section 812 of the said By-law No. 1 is hereby repealed, ami in lieu thereof the following la enacted: " 812 (1) Subject as herein, provided no I>ereon resident within the City of Auckland and no person' resident outside the City of Auckland shall drive any private motor car or motor cycle In the City unless he shall have previously satisfied the Inspector of his ability to handle efficiently a motor car or motor cycle (ac the case may be), and has applied for .and obtained a certificate to that effect. " (2) 'Every person desirous o-f obtaining a certificate of his ability to drive a "private motor car snail make apppllcatlon to tile Inspector. (3) The fee for every such certificate shall be in the case of a motor car 1/, and in the case of a motor cycle 5/. " (4) The provisions of this section Shall not apply: (a) To iearners driving cars under the supervision of a person holding such certificate or a certificate of competency under tihls By-law if such driver is driving on streets or portions of streets from time to time prescribed by the Council by resolution in that behalf. (t>) To any person holding a certificate of competency or certificate or license to drive a private motor car issued 'by any competent Government or I»cal Authority in that behalf. (c) To any person who proves that he has not had a reasonable opportunity of applying for or obtaining a certificate hereunder. " (5) A certiflcate issued under bhte section may at any time be cancelled by the Orancll If it to satisfied that the holder is not a sale or proper person to Tw allowed to dirive a private motor car in the City of Auckland, and the Council may similarly deal with the holder «t any certificate or license mentioned in subsection 4 (c) hereof so far as relates to the City of Auckland.
