I PROPAGANDA IN BRITAIN. (Received 8.30 a.m.) LONDON, September 23. The "Evening News" says that the offer of the Russian Crown jewels to the "Daily Herald" was only one item of Bolshevik subsidation. In connection with an information bureau, £40 a month was paid.
