Darling (London), addressing the Congress "of Chambers of Commerce, suggested that a sound Empire exchange system might be established by the general isue of comparatively short term exchange bills against goods in transit and an Empire Bank acting as the banker of the Governments. The Empire Bank would have a central office in London and offices throughout the Empire. Mr. Darling said if the Empire's exchanges iwere made a united economic whole, endeavouring to supply its own wants and producing a surplus on the balance for repayment of the debt to America, the advantages to all parts of the Empire would be considerable. Congress discussed preferential trade within the Empire. All the speakers favoured/preference, though they pointed put many difficulties. —(A. and N.Z.)
