SPAIN AND MEXICO.
NEW YORK, August 22. A dispatch from Mexico City to the "New York Times" states that the I Mexican Eoreign Office has cancelled the ' Spanish Consul's exequatur on account of his alleged refusal to vise passports to Mexicans going to Spain. It is thought ligely that the Spanish Minister's passports will also be served [shortly.—(A. and N.Z. Cable.)
