RECOGNITION OF MEXICO.
AMERICAN CONDITIONS. WASHINGTON. August 17. The Mexico City newspaper "Excelsior" says that President Hucrta is officially advised that Bresidcnt Wilson is ready to recognise his Government if the safety of the lives and property of North Americans are guaranteed, and indemnities, paid to foreigners injured in the revolution, and General Carranza'3 confiscatory degrees abrogated. A State Department official says that the three conditions mentioned in Mexico City are only a few of those announced by tlie Government, which has not promised recognition on any conditions.—(A. and N.Z.
