COMMITTEE'S PROPOSALS. RIGHTS OF SUB-PARLIAMENTS. LONDON, May 14. The report of the Speakers Committee on the scheme of devolution for the United Kingdom shows that, the committee was equally divided on two schemes, but practically agreed on the question of the powers to, be devolved, financial relatjgps, and the judiciary. Under the heading, "Powers Proposed to.be Devolved," are. the.. regulation of international "commercial undertakings, order and good government, ecclesiastical matters, agriculture, and'land, the local judiciary and minor legal matters, education, except for Oxford, Cambridge, and London Universities, local government, and municipal undertakings, .and public health. It. is proposed to transfer to the local legislatures certain license duties, any deficit to be made up out of income tax, while the whole position will be subject to review after five years.— (Press Association.)
