Mexico City ifl in a state of panic. Colonel Enrique Bercedo, brother of Alfredo Bercedo, Governor of the Federal district, of Mexico, hag arrived from City. He has renounced General Carranza an,d lias pledged himself to support Senor Obrogon, the leader of the insurrection. lie declares that a revolution is in progress in 20 States. Mexico City is encircled by revolutionaries, and is completely cut off from the outside world. He expects that the entire country will soon revolt and that General Carranza will be compelled to resign.—(Reuter.) The State l>r>artmt>r.t learnr. that the Mexican Federal Garrison nt Chihuahua, in the north of Mexico, revolted nnd joined the revolutionary movement in Bonora, which, it is understood, is obtaining the support of General Villa.— (A. and N.Z.. Hopkins, formerly General Carranza's attorney in the United States, giving evidonce »efore the Senate, stated that the United States winked at Carranza's purchase of arms in the United States in'order to forward American policies in Mexico. Ships were allowed to leavo in breach of the neutrality laws, and the nominal fines were afterwards remitted. Carranza's regime was a hopeless failure in Mexico. (A. and N.Z. Cable.)
