The "Gazette" contains a notification that the Governor-General has approved of the appointment of Sir James Allen, Minister cf Defence and Finance, as the first Minister of External Affairs, to have charge of Samoa and other islands under the administration of New Zealand. This appointment was provided for by the External Affairs Act of last session, which comes into operation on December. 1 next. I
