CONTROL OF ALIENS.
FOREIGNERS ON SHIPS. NO ALIENS IN CIVIL SERVICE. (By Cable. —Press Association. —Copyright.) (Received 1.15 p.m.) LONDON, November 5. During the committee stage of the Aliens Bill in the House of Commons, the Government, with Mr. Havelock Wilson's approval, modified the clause totally debarring alien masters, mates, and chief engineers acting on British yes- j sels trading within the Empire. Sir I Auckland Geddes explained that unex- j pected difficulties discovered might prei vent British sailors obtaining employment in foreign ports if British legislation were over-drastic. ( I The Government agreed to the dele- ■ tion of a clause empowering the Home I Secretary to grant permission in ex- \ eeptional cases for the employment of aliens in the Civil Service.
