The Minister of Industries, at tin opening of the National Conference o Employers and Employees at Pretoria declared that the country was getting further and further involved in thi '' vicious circle" resulting in high price: and increased cost of living. It wa 1 futile to attempt to stop it by fixinj prices or wages; the real remedy wa efficient production. The State could no be n passive onlooker in the squabble of Capital nnd Labour.
