Trotsky, in a manifesto, states that Moscow's position is critical. The troops have retired, at Pulkovo, five miles south-east of Petrograd, to the extreme limit of the defences of Petrograd, and further retirements would transfer fighting to the city. Trotsky says that tanks are now supporting the "Red" troops, who rallied, but the enemy is only one march from Petrograd. The work of fortification must be continued and the defence of the city organised.— (Reuter.)
