ROUGH ON SPECULATORS.

TAKAPUNA BUB-DIVISIONS. AND LAYING OF WATER MAINS. Amongst the latest by-laws, framed by ;he Takapuna Borough Council is one lompelling those subdividing estates to lay on the water mains to each section, is well as providing the roading in accordance with the requirements of the Council, and this restriction was the , subject of discussion at Wednesday's meeting of the Council. The matter cropped up on the report of the Streets and Works Committee, ■ which recommended that the Mayor and , other members of the Council interview t the owners of a certain estate in regard to which difficulties have arisen from the new requirement, with the object ot arriving at an amicable settlement. The Mayor (Mr. W. Blomfield) suggested that encouragement should be given to the cutting up of properties at present lying idle in gorse, so long as the interests of the borough were safeguarded in regard to paths, roads, and drainage. Mr. R. S. H. Biss gave notice to move the rescission of the by-law, and declared that the requirement that water mains should be taken to the sections would make the cutting up of estates impossible. Messrs. T. B. Arthur, F. W. Retter, and E. Davies spoke in favour of the retention of the new regulation.
