The Xew York -'Times" Atlantic Cit; correspondent paid that a special coro mittee oi the International Trade Cor ference unanimously adopted a plan fo a permanent International Chamber c Commerce, membership being strictl limited to countries joining the Leagu of Nations. It was pointed out tha until the United States ratifies th treaty and the league covenant she wi not be eligible for membership. The Chamber will have permanent' ir ternational headquarters, possibly i Geneva, and a board of directors cDnstsi ing of two members representing eac nation, one member being permanentl attached to the international headquai ters. There will also be a bureau in eac country, and regular meetings of th international body at intervals of tw years, with special meetings whe necessary. — (A. and X.Z. Cable.)
