PUBLIC HEALTH CONTROL.

AMENDING BILL PASSED. '. (By Telegraph-—Specie to "Star.") • WELLINGTON. Monday. 1 The Prime Minister to-night moved the ■ second reading of the Public Health 1 Amendment Bill. The measure went ' i through this stage without discussion I and was immediately committed. Wh«n ■' the bill was in committee Mr. Luke urged • that, though he believed the Public , Health Department should be the supreme authority to deal with a thing ' like shipping, the local authorities, in the four chief centres should have full i powers to control health matters affecti in" the residential population. ■ j Mr. Wright urged that the local aui' thority should be given power, not only to prohibit the use of insanitary or dilapidated buildings, but for their demolition. Mr. Wilford supported Mr. Wright. The Prime Minister stated that though the law passed last year gave both the local authority and the Health Department power to order the demoli-, 1 tion of building 3 unfit for habitation, the I'Attorney-General had informed him that the clause was defective, and he promised therefore to have provision drafted to 1 remedy the defect. The bill was reported without amend- ' ment, read a third time and passed.
