WARNING FROM ALLIES. GERMANY'S RIGHT OF CONTROL (Received 10.35 a.m.) PARIS, August 24. The Peace Council has informed all concerned that Germany is entitled to maintain order in I'pper Silesia until ratification of the peace treaty.
