In connection with the epidemic of iullucnza in Samoa last year, and the suhscipient report by the commission thereon, silggeriting that either the Defence Department or the Health Department had been guilty of negligence in not informing Samoa of the outbreak ill New Zealand. Hon. (1. W. Hussell says: "I desire to slate that the Health Department accepts no responsibility for the outbreak of influenza in Samoa. This Department has never been in any way associated with Samoa, for which Defence has been responsible throughout. Neither, as far as 1 am aware, docs the Health Depart men: accept responsibility as to the health of passengers and crews ot outgoing vessels." Willi' reference to the 1.-tlllne. which carried the disease to the Islands, .Mr. Hussell points out that when the vessel left Auckland influenza was; uot a notifiable disease.
