SOUTH AFRICAN LOYALISTS. CAPETOWN, August 24. The Congress of the South African party nassed a resolution that the matter of reunion be left in the hands of the pt'.rty leaders on condition that such reunion he based on a vindication of tha European races. A resolution was also passed strongly condemning Republican propaganda as" tending to civil war and a, violation of the word of honour given by South Africa at the Vereeniging Conference. No official intimation has been received tln-.t Germany will refuse to surrender officers indicted for breaches of the laws of warfare. The Admiralty has prepared a list of submarine commanders which has been forwarded to Paris.
