WASHINGTON, August 21. Mr. John Ferguson, American adviser to the Chinese peace delegation, giving evidence before the Foreign Relations Committee of the Senate, said that China regarded Mr. Wilson's acceptance of the Shantung agreement as a deviation from American policy of friendly co-operation with China. — (A. and N.Z.)
