LIFTING KOREA'S YOKE.

EQUALITY WITH JAPAN. END OF MILITARY RULE. NEW YORK, August 21. According to the New York "Times," the Japanese Embassy at Washington has issued a statement by the Prime Minister, Mr. Takashi Hara, announcing the abolition of the Japanese military administration in Korea and the establishment of civil rule. Mr. Hara says that the aim of the Japanese Government is to treat Korea as an integral part of the Empire, granting Koreans the same political and social rights as the Japanese. The statement adds that Japanese officers responsible for the recent troubles in Korea will be courtmartialled.

Baron Saito has been appointed Gov-ernor-General and Mr. Midguno, Direc-tor-General of the new Korean Administration, which will #peedily introduce the same system of provincial and municipal government existing in Japan. —(A. and N.Z. Cable.)
