CONCERN IN FRANCE. (Received 10.35 a.m.) PARIS, August 1 (delayed). The decline in the birtli-rate continues to excite public discussion. A congress to consider the problem meets at Nancy in September. In order to encourage marriage a new law waives the necessity for parents' consent when the parties are over thirty.— (A. and X.Z.
