REGENERATION FAR AWAY. MR MASSEY URGES CAUTION, j VANCOUVER, July 16. ' The Prime Minister of New Zealand (Mr W. F. Massey), addressing the Canadian Club, said that German chemists were now busy inventing new weapons of warfare. They had not forgotten their defeat, and did not intend to forget it. It was necessary for the Allies to maintain a strict watch for years to come. The regeneration of Gcr- ] rnanv was far away. It was idle to think ! that a change of heart had occurred. He I did not believe this would be the last war. I Sir Joseph Ward declared his opinion that it would be only justice if the exKaiser were lynched. He doubted whether the League of Nations would work out in practice. Much depended upon the developments of the next few years.— (A. and N.Z. Cable.) EXPLOSION ON TANK STEAMER 12 KILLED AT CARDIFF. LONDON, July 16. Cardiff was shaken by a terrible explosion yesterday while an American tank steamer of 6.000 tons was being dry docked. It is reported that 12 persons were killed and many injured.— J (.United Service.)
