MILLION LOAN SCHEME. A local bill is to be Introduced next session by the Auckland Harbour Board to secure authority to raise one million pounds at not more than 5J per cent per annum, for a term not exceeding twenty years. The loan is for the purpose of constructing an eastern breakwater, also an eastern reclamation, Hobson and equipment, Freeman's Bay reclamation, "warehouse. Quay Street landing, Central' wharf completion, and equipment, western tide deflector, ferry wharf, Devonport, and Onehunga whaTf. As explained by the chairman (Mr. H. D. Heather) last week, only urgent works will be authorised under existing conditions. Power is also asked in the bill for the Board to quarry and sell stone or other road metal. Another clause in the bill seeks to amend section 7 of the Auckland Harbour Board, Devonport Borough Council, and Devonport Domain Board Empowering Act, 1918, by providing t<hat no riparian rights shall appertain to the lands mentioned in the first and second schedules.
