RECOGNITION OF KOLTCHAK.
PRICE PAID TO JAPAN. LONDON", May 23. The fall of l'etrograd is imminent. The Allies have arranged for the provisioning i of the city. The recognition of Admiral Koltchak, i leader of the All-Russian Government at j Omsk, by the Allies is believed to be imminent. M. Saminoff, in an interview in London, explained that all parties except the Bolsheviks are associated with Admiral/ Koltchak. ~ The Government of Archangel in the north and General Deniken in the south are pledged to hold a Constituent Assembly at the earliest possible moment. The price of the Japanese recognition of Admiral KoHcTiak will be his withdrawal'from the Russian spheres in Manchuria and Mongolia. The Council of Four discussed the new situation developed as a consequence of the Bolshevik refusal of the conditions suggested by the Allies for the revictualling scheme. A Bolshevik wireless message since received endeavours to suggest that they did not refuse the terms. This is apparently an attempt to reopen the negotiations.— (A. and N.Z.)
