Guthrie states that -Mr Mnesey, Sir Joseph Ward, and the Imperial authorities have been cabled to, pointing out that Australia will apparently have the freezing chambers of the Commonwealth cleared by the end of i April. It appears that an undue proporj tion of tonnage has been allocated to the Commonwealth, and strong representations fhuve been made for a redisj tribution of ships.
